Follow these escalating steps to resolve condominium disputes effectively, always creating a paper trail along the way.

Step 1

Direct Communication

Contact your property manager by email or letter to create a paper trail. If they are unresponsive, contact the Board of Directors directly.

Step 2

Formally Notify the Board

If the manager fails to resolve the issue, send a formal complaint letter to the entire Board outlining the facts and your requested resolution.

Step 3

File a Complaint with the CMRAO

If the issue involves unprofessional conduct, financial mismanagement, or violations of the Condominium Management Services Act, submit a complaint to the CMRAO.

Step 4

Engage the CAT

For certain disputes (e.g., noise, parking, pets, and records), use the CAT's online process to file and resolve your case.

Step 5

Seek Legal Advice

If the issue is severe or may require court relief, consult a lawyer.

COA Ontario actively monitors board conduct and supports owner rights when governance standards are not met.

When to Escalate

When board members, managers, or management companies breach codes of ethics, fail to maintain the property, or violate the Condominium Management Services Act — COA will take appropriate action on your behalf.

  • Notify the Condominium Authority of Ontario (CAO) of issues or non-compliance by the Board of Directors

  • Promote proper governance and ongoing training for board members

  • Report abuses of power by ineffective or non-compliant boards

  • Support appointing an independent auditor, where appropriate

  • Support applying to appoint an inspector (with independent legal support), where warranted
